Rodolfo Bustos

Biography of Mr. Rodolfo Bustos  

1977-1981 : Founder and member of the staff of the Department of International Trade of the
Social Security Bank (Banco de Prevision Social) of the province of Mendoza, Argentina.

1982-1984: Was appointed Normalization Delegate and Secretary of Institutional Relations,
representing the Ministry of Labor of the Nation in the Bank Association of
Mendoza, thus achieving the return of democracy by the direct voting of the affiliates of this Association.

1984-1988: His fulfillment was being the Adviser of the Secretary of Energy of the Nation.

1988-1999: Founder and president of Latin Trade S.A. : In the business field, Mr. Bustos has lent services of international trade. Among his clients were important firms of Argentina such as YPF S.A., Acindar S.A., SanCor Coop. Ltda., SOCMA , Olivetti Argentina S.A. and Pirelli Argentina S.A.

Mr.Bustos carried out the Field Study for the Report on Contraband Control realized by S.A.I.C. (Science Applications International Corporation) with headquarters in San Diego, California. This Study was donated by the government of the U.S.A. and was presented to the National Customs Administration of the Republic of Argentina in December, 1993 (Specific Agreement #92/540). The organism of the U.S.A. was the Trade Development Agency (TDA) of the U.S. State Department. This Study was pioneer in its kind because of its innovative characteristics.

1994-1997: Founder and president of Latin Trade Energy S.A. : With this company, Mr.Bustos achieved incorporating the idea of developing the privatization of thermoelec- tric powerhouses, as well as incorporating the concept of co-generation of energy, thus achieving a partnership and a risk investment of $150 Million in a 20-year contract in order to sell the electrical power to the biggest company of Argentina, the oil company YPF.

1994-2003: Founder and president of Latin Trade Satellite S.A. (LATINSAT) : With this company, Mr Bustos:

a) September 12,1995: achieved the authorization of the Argentine government for the license to lend services for vehicle tracking and data transmission throughout all of the Argentine territory. (Resolution #86).
b) April 17, 1997: achieved that the Secretariat of Communications of the Nation´s Presidency resolve to assume the position of being the NOTIFYING ADMINISTRATION before the INTERNATIONAL TELECOMMUNICATIONS UNION (ITU) for the installation and start-up of the Latin Trade Satellite low-earth-orbit satellites. (Resolution S.C.#635).
c) July 2,1997: The I.T.U. with headquarters in Genève, Switzerland, issues the advanced publication on the LatinSat satellite network.
d) July, 1997: achieves establishing Joint Venture of Latin Trade Satellite S.A.with SpaceQuest, Ltd. of Fairfax, Va., U.S.A.
e) February 4, 2000: The I.T.U. confirms the exclusive frecuency license for LatinSat throughout the entire world.


July, 2001: Mr. Bustos was consultant for the firm R.F.Reiter & Associates, Inc. in the study realized for Argentine Customs on applied technology for border control, financed by the Interamerican Development Bank (IDB).

July, 2002: Mr. Bustos, as prime consultant for the firm R.F.Reiter & Associates, achieves winning the international bid for the project signed by the governments of Argentina and the United States on September 27, 2001 to recommend Equipment and Scanner Technology Implementation for the Argentine Customs.

December, 2002: Mr. Bustos, as president of Latin Trade Satellite S.A. (LatinSat), achieves that the first two satellites, LatinSat-A and LatinSat-B, be launched into space orbit successfully.

January 20, 2003: Mr. Bustos, as consultant for R.F. Reiter & Associates, successfully submits the Equipment and Scanner Technology Implementation Project (Grant No: GH1538426) to the Argentine Customs. This study was granted by the United States government (TDA- Trade and Development Agency).

Other:

November 1989: Formed part of the official delegation that accompanied the Nation’s President to Moscow, Russia after the Berlin Wall had fallen, observing  the transformation of what was called the perestroika.

1990-1991: Participated in the trips through Europe, U.S.A., Canada and Japan as an official delegation member that accompanied the National Secretary of Transportation and the World Bank delegate as an observer and advisor to what was later the privatization of the transportation system of the Republic of Argentina.

1993: Formed part of the official delegation in the visit of the Nation's President to Canada. In Toronto Mr. Bustos achieved a commercial agreement with the firm Isolation Systems for the security in information systems (or encryption).

1994: Mr. Bustos accompanied an Argentine Customs delegation to the U.S.A. This delegation was invited and sponsored by the United States Customs in order to look at and observe all of the applications in different border posts throughout the U.S. as well as private high technology companies and their experience in the subject of contraband control.
This Argentine Customs delegation delivered a report summarizing the results of the trip to the Argentine National Customs Administrator (or Commissioner).

1995: In Santa Clara, California Mr.Bustos formed part of a cargo container non- intrusive inspection control demonstration as an observing member. This demonstration was sponsored by the authorities of the Eurotunnel and the customs of France and England, using state-of-the-art equipment of X-ray and PFNA (Pulsed Fast Neutron Analysis). Also invited were the governments of Argentina and Israel. Mr.Bustos was the only private Argentine member who participated in the event.

October 1996:  Mr. Bustos, as president of LatinSat and an Argentine delegate, participated in  the First World Telecommunications Forum of GMPCS, realized by the I.T.U. in  Genève, Switzerland.

 

October - November  1997: Mr. Bustos returned to the I.T.U. to attend the Second World Telecommunications Forum as an official Argentine government delegate and president of  LatinSat, in  order to discuss the worldwide regulatory laws for the GMPCS.

 

September 1997: Mr. Bustos was invited by the Interamerican Development Bank (IDB) to take part   in the Informatics 2000 Conference realized in Washington, D.C.. This meeting was  a contribution to the Summit of the Americas which took place in April,1998 in le. Santiago, Chile.

 

February  2003: Mr. Bustos, as president of LatinSat, participated as an observing member in the Satellite 2003 conference, which took place in the Washington Convention Center.
